The short answer
IPTV is a delivery method, not a type of content, so the technology itself is legal everywhere in the US. Legality depends on two things: whether the provider has licenses to distribute the channels and movies it offers, and how you use the service.
This page is general information, not legal advice. Laws change and depend on specific facts. If you run or resell an IPTV business, speak to a US attorney who handles media and copyright law.
Legal IPTV in the US: examples you already know
Most Americans have used licensed IPTV without calling it that. These services pay networks for the right to stream their channels over the internet:
- YouTube TV, Hulu + Live TV, Sling TV, Fubo and DirecTV Stream: live TV bundles delivered over the internet.
- Pluto TV, Tubi, The Roku Channel and Samsung TV Plus: free, ad-supported live channels (often called FAST channels).
- Network apps such as Peacock, Paramount+ and ESPN that stream live feeds to subscribers.
- Internet providers that deliver TV over their own IP network, such as AT&T's former U-verse TV.
When does IPTV become illegal?
An IPTV service is unlawful when it retransmits copyrighted channels, sports events or movies without permission from the rights holders. Under US copyright law, publicly performing or distributing those works without a license is infringement.
The Protecting Lawful Streaming Act (2020)
In December 2020 Congress passed the Protecting Lawful Streaming Act. It made operating a commercial streaming service that is designed primarily to stream copyrighted works without authorization a federal felony, with prison terms of up to three years for a first offense and longer for repeat or aggravated cases. The law is aimed at the people who run and profit from these services, not at individual viewers.
Civil enforcement
Studios and broadcasters, often through the Alliance for Creativity and Entertainment (ACE), regularly sue unlicensed IPTV operators and resellers, seize their domains and cut off their payment processors. Google also removes or demotes web pages that receive valid copyright (DMCA) notices.
What about viewers? Is it illegal to watch?
US enforcement has focused overwhelmingly on operators and sellers, not on households. Criminal prosecution of ordinary viewers for streaming is extremely rare. That does not make unlicensed services risk-free for viewers. The practical risks are:
- Sudden shutdowns. When a service is taken down, prepaid annual plans usually disappear with it.
- Payment risk. Services that only take gift cards, crypto or peer-to-peer payments leave you with no way to dispute a charge.
- Malware. Modified "cracked" apps and unknown APKs can carry spyware. Only install players from official app stores or the developer's own site.
- Privacy. An unknown provider can see your IP address and viewing activity.
How to check whether an IPTV provider is legitimate
Ask these questions before you pay any IPTV provider, including us:
- Does the company name a real legal entity, an address and a way to reach a person?
- Does it publish terms of service, a privacy policy, a refund policy and a copyright (DMCA) contact?
- Does it accept payment methods with buyer protection, such as major credit cards?
- Are prices realistic? Thousands of premium channels for $2 a month is a warning sign.
- Can it tell you where its channels come from, or which content it is licensed to carry?
- Does it offer a trial or refund so you are not locked in?
Our own policies are public: see our terms, refund policy, privacy policy and DMCA policy. If something is unclear, contact support and ask.
Free IPTV playlists: legal or not?
Some free playlists are perfectly legal. Public projects collect the stream addresses of channels that broadcasters already make freely available online, such as government channels, some news networks and FAST channels. Others simply copy paid channels without permission, and those carry the same problems as any unlicensed service, plus they break constantly.
If you only want free, legal live TV, start with Pluto TV, Tubi, The Roku Channel, Samsung TV Plus and an over-the-air antenna for your local channels.
Is IPTV safe to use?
IPTV is as safe as the apps and provider you choose. Follow the same rules you would for any online service:
- Install players from the Amazon Appstore, Google Play, the Apple App Store or the developer's official website.
- Never install an app that asks for permissions unrelated to video, such as contacts or SMS.
- Use a unique password for your IPTV account and email.
- Pay with a credit card so you can dispute fraudulent charges.
- Keep your device's software updated.
Is using a VPN with IPTV legal?
Using a VPN is legal in the United States. People use them for privacy on public Wi-Fi and to stop internet providers from throttling video traffic. A VPN does not change whether the content you watch is licensed, and it can add buffering if the VPN server is far away or overloaded.
Bottom line
IPTV is legal technology used by some of the biggest TV companies in America. Licensing is what separates a lawful service from an unlawful one. Choose providers that are transparent about who they are, how they bill and what they carry, and test before you commit. Licensed vs unlicensed IPTV: side by side
| Licensed service | Unlicensed service | |
|---|---|---|
| Who runs it | A named company with a US presence | Often anonymous, run from overseas |
| Payment | Credit cards, app stores, PayPal | Gift cards, crypto, cash apps |
| Apps | Official app stores | Sideloaded APKs, sometimes modified |
| Price | Reflects licensing costs | Often far below what channels cost to license |
| Policies | Terms, privacy, refunds published | Missing or copied from other sites |
| Longevity | Stable over years | Frequent shutdowns and rebrands |
No single row proves anything on its own; plenty of small, legitimate businesses lack a big brand. But a provider that matches most of the right-hand column deserves caution.
What about bars, restaurants and other businesses?
Showing TV to customers is a public performance, which requires commercial licensing. Residential IPTV plans, including ours, are for personal home viewing only. Bars, restaurants, gyms and waiting rooms need a commercial TV service licensed for public display. Sports leagues and networks actively check venues, and fines for showing residential feeds in a business can be significant.
What about IPTV resellers?
Reselling is where legal exposure is highest. Anyone selling access to an unlicensed service can be treated as part of the operation, and civil lawsuits have named individual resellers. If you are considering a reseller program with any provider, get written confirmation of what content is licensed and speak to an attorney first.
Frequently asked questions
Is IPTV legal in the United States?
Yes. IPTV is a legal way to deliver TV over the internet. A service is unlawful only if it streams copyrighted content without the rights holders' permission.
Can I get in trouble for watching IPTV?
US enforcement targets operators and sellers far more than viewers. The bigger practical risks for viewers are shutdowns, lost payments and malware from untrusted apps.
What is the Protecting Lawful Streaming Act?
A 2020 federal law that makes running a commercial illegal streaming service a felony. It is aimed at operators, not at individual viewers.
Is a Firestick with IPTV legal?
A Firestick is a legal device and installing an IPTV player app is legal. What matters is whether the subscription you load into the app is licensed.
Are free IPTV playlists legal?
Some are, when they only list channels broadcasters already publish for free. Playlists that copy paid channels are not, and they tend to break or disappear.
Is IPTV legal in all 50 states?
Copyright is federal law, so the same rules apply in every state. A licensed IPTV service is legal everywhere in the US; an unlicensed one is not legal anywhere.
How can I tell if an IPTV provider is licensed?
Ask the provider directly, look for a named company, published policies and a copyright contact, and be wary of prices far below what channels cost to license. Our checklist above covers the warning signs.
